Polish Government’s Anti-crisis Shield Program

Dear students,
On the following page, we collect and publish for you relevant information regarding the possibilities and procedures for obtaining financial support and other types of assistance caused by the occurred situation with the COVID-19 virus epidemic.


Financial support is provided, among others as part of the Government “Anti-Crisis Shield” program and other programs about which we will inform you.

Civil law contract

Demurrage allowance for people performing civil law contracts (e.g. commission contract (umowa zlecenia), contract for specific work (umowa o dzielo)) is a special form of financial support. It is paid because of downtime in the workplace. This downtime is currently caused by a coronavirus pandemic and is caused regardless of the employer and employees.

If you meet the following requirements, you can apply for financial assistance through your workplace and receive a one-time payment of approximately PLN 2,000 gross, which will compensate your lost income.

Who is eligible or this support?

  • Students employed under a civil law contract (e.g. comission contract (umowa zlecenia), contract for specific work (umowa o dzielo))
  • Those, whose agreement concluded before April 1, 2020.
  • Polish citizenship or foreigners who have a valid visa or residence card

What conditions should be fulfilled?

  • Perform a civil law contract concluded before April 1, 2020.
  • Have no other social security title (e.g. employment contract). Attention! if you are under 26 years old, you probably meet this condition, if you are not sure - ask your employer
  • You cannot work fully or partially because coronavirus caused demurrage of your employer.
  • Your income obtained in the last month did not exceed three times the average monthly salary from the previous quarter, i.e. the amount of PLN 15 595.74 gross

What should you do to get a demurrage allowance?

  • Provide your employer with your statement that you are not subject to other social insurance and a statement of the amount of income from other contracts (if any) , which reads as follows:

    "I declare, that:
    1) I am not subject to social insurance other than .............,
    2) the amount of revenues obtained from other civil law contracts in the month preceding the month of submitting the application is PLN ...................

    I submit this declaration for the purposes of the application for demurrage allowance pursuant to art. 15 of the Law from March 2, 2020 on special solutions related to the prevention, counteraction and eradication of COVID-19, other infectious diseases and the resulting crisis situations"

    "Oświadczam, że:
    1) nie podlegam ubezpieczeniom społecznym z innego tytułu niż ........ ,
    2) wysokość uzyskanych przychodów z innych umów cywilnoprawnych w miesiącu poprzedzającym miesiąc złożenia wniosku wynosi ........ zł.

    Niniejsze oświadczenie składam na potrzeby wniosku o świadczenie postojowe na podstawie art. 15zq ustawy z dnia 2 marca 2020 r. o szczególnych rozwiązaniach związanych z zapobieganiem, przeciwdziałaniem i zwalczaniem COVID-19, innych chorób zakaźnych oraz wywołanych nimi sytuacji kryzysowych"

  • Request your employer to submit an application for demurrage allowance(RSP-C) to the Social Insurance Institution (ZUS)

What your employer should do?

  • To be able to get a demurrage allowance your employer should submit a request to the Social Insurance (ZUS) for the demurrage allowance (RSP-C) - template for download here: https://www.zus.pl/documents/10182/3264150/RSP-C.pdf/794238fe-b829-63ec-1c5c-5a04639f9fee
  • Applications for demurrage allowance may be submitted to ZUS within 3 months from the month in which declared the state of the epidemic was abolished
  • This application might be submitted by your employer:
    • electronically via PUE ZUS (please, use the instructions) 
    • electronically via PUE ZUS, via the gov.pl website (link to an external website)
    • by regular post
    • in person at a Social insurances’ (ZUS) office - to the special box for documentations (without contacting an ZUS employee)
  • To the submitted application a copy of your civil law contract must be attached.

WARNING! If you work in several companies and have several civil work contracts or contracts for a specific work, each client must submit a separate application for each contract you have with you.

Business Activity

Demurrage allowance for people conducting business activities is a one-time allowance which is to compensate you the loss of income from business activity. Depending on the conditions, you may receive PLN 2080 or PLN 1300 per hand. The basic condition is to demonstrate that the loss of revenue is a consequence of downtime caused by the coronavirus pandemic .

For whom this support is?

  • For self-employed people if they have downtime caused by a coronavirus
  • For those, who started doing business before April 1, 2020.
  • For those, who have no other title to social security
  • For those, who have Polish citizenship or are foreigners who have a valid visa or residence card

How much is the demurrage allowance?

  • Demurrage allowance is PLN 2080 if your income in the month preceding the month of submitting the application does not exceed 300% of the average monthly salary from the previous quarter
  • Demurrage allowance is PLN 1,300 if you pay tax with a tax card and you are exempt from paying VAT

Employment contract

If you are employed under an employment contract, you may inform your employer:

  • on the possibility to benefit from co-financing of part of the employee remuneration costs and social security contributions from these remuneration
  • about the possibility of funding of remuneration and social security contributions if your employer has introduced economic downtime or reduced working time
  • about the possibility of obtaining a low-interest loan for micro - entrepreneurs from the Labor Fund to cover the current costs of doing business
